Both Bodies are Not overly Muscled, it's more of a Natural Build! Another point, both Men are Not overly endowed and not freakishly so. Good! They are not even aroused here. Yet!
T'Challa accepted to help Bucky as an apology for the misunderstanding before, but Steve wanted to make sure his best guy is as comfortable as he can be so he "convinced" the Black Panther to give Bucky some better living arrangements. Steve's sure Bucky won't mind after he shows him how much fun it is to "convince" the King in his new farmhouse.
